Passionate about engines since childhood, at 14 Elio began driving karts. Given the brilliant results achieved, including the victory of the European title in 1976, the family decided to let him continue his career as a racing driver and his father Giulio, a rich constructor and motorboat champion, gave him a Chevron with which he could race in Formula 3. In 1977 Elio won the Italian championship of that category and the following year he moved to Formula 2, in which he did not obtain great results, but won the Formula 3 Monaco Grand Prix driving the Chevron B38 he used the previous year.
